Sparcv9 still fails bootstrap; libstdc++ problem?

This isn't sparcv9-specific, probably not even sparc- but Solaris-specific,
and it fails both on mainline and the release branch.

I have filed "libstdc++/5996: libstdc++ (FILE related) sparc-sun-solaris2.8
bootstrap failure" as high priority PR and notified Mark earlier today.
