Building cross from Mac OS X to MinGW fails

   Er, yeah.  But what I'm saying is that both these flags are host 
dependent so they should be used in whatever make crud is used for 
crosses.  I'm not saying that STAGE1_CFLAGS should be used for crosses, 
but some portion of its contents should.
