Hmm.  A simple test case shows this to be working.

	const int xyzzy = 1;
	int foo() { return xyzzy; }

./cc1plus -O z.c
_Z3foov:
        lda $0,1($31)
        ret $31,($26),1

and xyzzy does not appear in the .s file.
