fixincludes FUBAR for upgrade

Severely castigate the perveyors of non-ANSI compliant system headers?
But, "feel better" flippant answers aside, it seems we do have a problem.
We'll have to find a proper fix, but if you can build a "fixincl"
binary on your old 2.6 box, it ought to run on 2.9, too.  Oh, the
old fixincludes wasn't completely portable (note the special variants,
some of which we still have), and also it was majorly painful to
maintain.  Ick.  Thanks for the report.
