Attn. Steering Committee: decision on obseleting vax/vms

So, I'm requesting that someone on the Steering Committee decide whether
it's OK to obselete VAX/VMS.  If it is, please check these patches in.

I believe that consensus was already obtained on the lists that nobody
was using VAX/VMS.
