GCC 3.1.1 Status

GCC 3.1.1 is scheduled for July 15th.

It's not June 18th; we've got less than a month to go.

There are about ten high-priority bugs in GNATS that we should try to
fix before the release.

The GCC 3.1 branch will close on July 1st; after that point all
non-documentation changes will require my approval.
