FWIW there's a crontab that runs hourly (created at rth's suggestion
IIRC) that removes cvs locks with no associated cvs process and
kicks off a note to the system maintainers.  It's a rare occurance,
but it was easy to automate so we did.  I don't see any note from
this most recent example, so I suspect the cvs lock was a valid
one (or someone with login access removed it by hand.)
