Suggest: remove enquire.c and related rules from the tree.

There seems to have been some divergence between our version and the
original author's. I would suggest that we do not throw away our
version, but move it over to the contrib directory. If someone feels
like merging with the updated version available from the original
author, they could do that too.
http://www.cwi.nl/~steven/enquire.html appears to be the place to get
a newer version, but he's off doing XML stuff now and hasn't updated
it since 1999.
