Hmm, we need a policy for approving these.  How does this sound:

- Anyone can propose deprecations, by submitting a patch adding
  system-name globs to the lists in config.gcc and
  gcc-3.x/changes.html.
- Wait twenty-four hours for objections.  If there are none, check
  it in.
- To avoid confusion, use exactly the same glob expression(s) that
  appear later in the file.
