Memory consumption for bootstrap explodes

This one is it. I went back to revision 1.209 of gcse.c (also reverting the 
second patch in that file). Now localcharset.c compiles again.

I will be 100% certain tomorrow morning when the nightly bootstrap has run.

The only other difference I have in the tree is the patch in 
http://gcc.gnu.org/ml/gcc-patches/2002-06/msg01899.html that I require to 
bootstrap Ada without endless recursion.
