1st draft: PRs fixed in 3.1.1

Hi,

I've got a couple of suggestions for the list of PRs fixed in 3.1.1:

* The synopsis of some of the bugs could be improved:

6255: (c++) ICE with implicit typename
6723: (c++) ICE with template template parameter as default argument

* PR 7245 is actually platform-specific (ix86) and should be moved to
the respective category.

* In addition some consistency issues:
- There is "GCC 3.1", "gcc 3.1", "gcc3.1". A single name would be nice.
- In the first category (ICEs) "internal failure" and "gcc 3.1 crashes"
  could be replaced by "ICE".
