ports to 2.96 and 3.1 versions

I'm not sure what you mean by "waiting for FSF licenses".

Have you submitted papers to the FSF assigning your changes to gcc?

"2.96" is not an FSF release, it is a fork put out by Red Hat.

Only code that works with current CVS sources would be an acceptable
contribution to the official GCC.  Once papers are on file, you can
submit patches for review.  See

But you don't have a port to gcc version 2.  "2.96" was a fork based on
an early snapshot of what became gcc 3.0.  Its internal structures are
closer to 3.0 than to the widely used 2.95.x.
