build status for cross builds?

Ok.  I'm neither a texinfo nor a crosscompiler expert, but I built a cross-gcc (Linux -> MinGW) that at least seemed 
to work - I gave up on the project after noticing that just about every package I was interested in crosscompiling 
wasn't setup for same, and the amount of work to massage packages into crosscompiling was *much* higher than 
just getting the toolchain to work.

So I didn't actually test any generated Win32 executables, but the compiler certainly seemed to work just fine.

What little experience I have, I'm willing to help out with.
