The 3.0.3 CPP manual doesn't work with texi2html, as used with the 3.0
branch manuals - the changes made to make it use the GFDL properly seem to
confuse texi2html.  Nor does it work with makeinfo --html, since the
changes to adapt the manuals to work with makeinfo --html (as used for the
mainline manuals) only went on the mainline.
