bootstarp and cpp

hello ,

1.    Who runs gcc source ? ( what is bootstrap ? )
2.    If i make changes in some file of gcc source and 	
      write their some cpp code and again install gcc.
      Will it work ? i.e can  gcc source contain cpp 	
      code
