This patch broke the builds. Reverting to configure version 1.583 and 
Makefile.in version 1.817 solved the problem.

The problem shows itself when you only use --enable-languages=c, since that 
makes lang_tree_files be an empty variable. This in turn makes this Makefile 
code invalid:

gencheck.h : s-gencheck ; @true
s-gencheck : Makefile
	for t in $(lang_tree_files); do \
	    echo "#include \"$$t\""; \
	done | sed 's|$(srcdir)/||' > tmp-gencheck.h
	$(SHELL) $(srcdir)/move-if-change tmp-gencheck.h gencheck.h
	$(STAMP) s-gencheck

because it's illegal to do "for t in ; do" in bash (not in zsh). When 
reverting, the above rule doesn't get generated to the Makefile.

I don't know if this is general for all builds or not. I just noticed it in 
my build scripts for x86-64 cross compilation.
