The C90 standard cost several hundred dollars from ANSI. For the
independent GCC enthusiast, investing in it required a lot of
dedication. The C99 standard costs $18 from ANSI, and that's now
a practical proposition for a hobbyist.
Thus historically difficult, but changing slowly.
Me, I no longer live in the USA. I'm not certain that things are as
rosy with my new national standards body, but I haven't needed to look
yet.
