Mirror sites (was: anoncvs.cygnus.com)

While we are at it, I finally removed the symlink from egcs to gcc in
the FTP directory and instead put a README there:

  In April 1999, egcs and gcc merged again, becoming GCC.

  GCC releases and snapshots are available at ftp://gcc.gnu.org/pub/gcc;
  if you are still referencing egcs.cygnus.com, sourceware.cygnus.com, or
  /pub/egcs, please update your links and/or scripts.

Decent mirror sites should notice this automatically (in that instead of
a full tree they only get a single file), and for others this change will
prompt users to contact the admins.

(It's better to make this change while sites using a .cygnus.com hostname
still can connect and automatically obtain this README.)
