Yup; that's what induced my message.  About a year ago, I was having
awful problems committing changes because shunting the ChangeLog over
my 56K modem would take so long that someone else added to it in the
meantime, and I was back to square one.  That gets intensely
frustrating.

We informally agreed (I think) at the time to bump roughly every 6
months.  Since I'm still stuck on a 56K modem, I've whinged every time
the 6 months is up 8-)
