DWARF broken?

It shouldn't.  It often does.  This is the hands-down most common
failure case of Dwarf-1 in the compiler.  The reality is that
exceedingly few active targets use dwarf-1, so it's not heavily tested.
The people that do understand dwarfout.c and the upstream generators are
using stabs or increasingly dwarf-2.

For languages other than C, I came to expect dwarf-1 to be broken.  It's
for that reason that I moved my target from dwarf-1 to dwarf-2.
