I have no authority on subversions.  Sorry.

I suspect that they would have problems mirroring the non-FSF stuff in
the src repository, though.

I have no idea.  Maybe the person who was responding to the requests in
gcc.gnu.org would be the place to start.  If you read the subversions thread
in the gcc mailing list you might be able to find him.
