Experiment: gcc and doxygen

...or you can just forget graphviz, change the HAVE_DOT setting, and make
do with whatever (crappy) graphs that can be drawn using only HTML tags.
Doxygen knows how to do that; dot is not a required utility.

Since the output from graphviz/dot is under no license, I will continue
to use it for generating the graphs used in the libstdc++ documentation.

Since I'm not redistributing or modifying graphivz, I don't care what its
distribution-and-modification license says...  :-)
