It's slow because we only run the mail queue every fifteen minutes -
every half an hour until recently, I think.  You'll notice that if you
do a substantial number of changes you'll probably get them all
acknowledged at almost the same time.  That's purely a resource load
problem; debbugs is a real disk/CPU hog, and our BTS is noticeably
higher-volume than GCC's GNATS.  (I think; I don't have exact numbers
on me.)
