Mainline open

Let's make the mainline open for all patches at this time.

Please announce major branch merges with 24-48 hours notice so we can
be sure we don't do two at once.

Please try to continue to focus on regressions, even on the mainline.

If you are on a platform that is still affected by the BIB merge, open
a PR, mark it high priority, and nag, nag, nag about it.  I'm happy to
help track down problems resulting from the merge in any way I can.
