Install failure CYGWIN -> sh cross compiler

Hi,

doing a make install for a CYGWIN -> sh cross compiler
fails for 20021202 snapshot while installing libgcc.

Problem: directory 3.3/ml/m2 can't be created

Looks like 3.3/ml isn't present at this time.

make install works fine after creating 3.3/ml by hand.

Build & install seem to be incomplete: No ml/libgcc.a
lib in either build dir and install dir.
