    They're intended to have the same code (and they do), but they're
    intended to have different values (and they do).  AIUI.

Actually the "code" is not exactly the same either: some licenses are
recognized as open source but are not free software.  Those licenses
are rarely used, so this difference is small, but it is not zero.  The
difference in values is the primary difference.
