Dos gcc for arm target cross compiler

Hello
   I downloaded the gcc source as I intended to build a cross compiler 
to run under DOS and
target the ARM 7. I intended to us the DJGPP compiler to compile the GCC 
source as the cross compiler
but I see that all the command files - configure - install - etc in the 
GCC package are designed to run under unix machines.
Is it NOT possible to build the GCC source  to run under DOS in the way 
I have spoken or have I misunderstood
the intention
