Sure. If you want him to build the libraries, you must give him the
include files. Otherwise he has no chance to do his job. You should
also give him the system libraries of your target system. You may
want to have a look at http://www.objsw.com/CrossGCC/ . In fact it is
not necessary to build the needed libraries with your cross compiler.
You could also just copy them from the target system or just unpack
them from a .rpm or .deb or whatever package you have.
