libgcc_s, Linux, and PT_GNU_EH_FRAME, and binutils

Can we put up some webpage that defines this common ABI and what
versions of tools (binutils,glibc) and what configure flags need to
get used?  That way it is documented and we can point people to it,

I do think we agree on the configure options in general but let's
check whild working on that page...
