Yes.  Originally, it was only for the C++ front end; then, we changed
the C front end to work more like the C++ front end, so we copied
over the manual, but we didn't mark which things were C++-only.  Also,
a few bits in the manual are probably no longe true.

You can just use TREE_CODE (x) == POINTER_TYPE in C.

There's not really anything comparable in C.
