It's up to Mark, but my view is that until the deep freeze period, 
documentation changes that don't only describe new features of mainline 
GCC should be applied to both mainline and branch, since they aren't 
liable to subtle effects elsewhere in the same way as code changes.  Of 
course Makefile changes do need to be tested carefully.  ("make dvi" was, 
in fact, broken in 2.95 on account of Chill, but we should try to have it 
working for 3.0.)

In any case, small self-contained patches are best - so post the current
version of your patch, and if it does its job well and is approved then
other changes (like moving chapters from gcc.texi to separate files) can
be done as separate patches.
