[RFA]: Remove or disable gcc.c-torture/compile/20001226-1.c

This test is very memory intensive and times out on many machines.  At
the higher optimisation levels, it uses all swap space on my poor old
MicroVAX.  On a HP 735, each test takes more than 10 minutes.  I
suggest 20001226-1.c be removed or disabled.  Possibly, it could be
run only on machines known to be fast (i686?).  As far as I can tell,
the current version of gcc doesn't fail this test given enough time
and memory.
