As your know, there are problems with building PIC code on the PA.  Fixing
this is pretty much up to Jeff as it involves some tricky code in reload.
We could be making progress toward the building and testing of libstdc++
on the PA if for the moment we allowed the building of non PIC archive
format libraries.
