should libiberty's license be changed from 2 -> 2.1?

Currently the COPYING.LIB for libiberty is version 2.

The LGPL was rev'd to 2.1 a while ago.  The differences are slight and deal
mostly with shared libraries.

Do we want to use the newer LGPL for libiberty?  If so, after the branch?
