Using text2pod.pl in another GNU package

Hi,

I'd like to use texi2pod.pl to automatically produce manpage for GNU
Wget from wget.texi. Would it be possible to include a "reasonably current"
copy of texi2pod.pl into source tree of Wget (it does not fall into
category of "external library" though, and I'm not sure how the legal
matters are in such a situation)? Can I suppose that the script is
released under GPL, even if there is no copyright statement in the file?
