2.95 and UWIN

Jeff, I think you should include it in 2.95.2.1 as well.  We really can't
do another release that contains it.

(Note that Mark's patch only removes hosting support: gcc can still cross
compile with UWIN as a target, since that doesn't invoke the
undistributable binary issue).
