Subreg-byte patches (was: Branching for GCC 3.0)

    Part of me wants badly to get the SUBREG_BYTE stuff installed, but
    part of me also wants to avoid it given its size and potential for
    causing problems.

The discussion on this topic has convinced me that it is indeed
needed.  The remaining question on my mind is timing, but there is
always the general rule that the sooner a large patch is merged in,
the less trouble it becomes.
