where to document makefile targets?

There's a detailed description for a manal `make bootstrap`. I'm not sure
whether that really makes sense any longer (and it's definitely not up-to-
date, even though I fixed one bug recently).

It might make sense to put it (near) there and possibly also remove
obsolete stuff there...
