Where is the size max of each mailing list set?

Where or who is the proper place to set the size max of each gcc
mailing list?  I've got some reports for 2.95.3.test4 which exceed the
testsuite list's max of 200k so they bounced.  (My reports are about
290k because I run additional -pic/-PIC passes.)  I'd like to see the
limit increased.
