Yes.  There must be exactly one copy of the exception handling
routines in use within a program.

Current failure mode is that two c++ shared libraries both link
against a static libgcc, both include the eh routines, and then
are used in a situation in which symbols are not cross-resolved.
Being loaded via dlopen is the simplest of these situations, but
there are others.
