gcc problems with HP-UX 10.2

[Coutu, Alain Capt (CF) NSSF/SCOA]

We redirected the cc command to point to the location of gcc.  This was done
because of the number of Makefiles used.  It was better to redirect the
command than to change all the Makefiles.
