As someone with global write privileges, you have the authority to
just check it in. (This might change when we get *really* close to
the release.)
If you didn't have that privilege, you should just say in your post to
gcc-patches that you would like the patch considered. A maintainer
might then answer that your patch is OK on the mainline, or OK for
both the branch and the mainline, or (in rare cases) OK *only* on the
branch.
