Yep.  You should contact the maintainers of automake and autoconf, not
those of GCC.  Please send e-mail to automake@gnu.org and
autoconf@gnu.org, explaining what kind of contributions you intend to
make.  It may be necessary to have a copyright disclaimer from your
employer too, even if you do the changes on your own time.  Please
state whether you want to assign only these particular changes, or
whether you're willing to assign in advance any further contributions
you may make to these projects in the future.
