I agree that in the long term this is the best way to go. Therefore we
should start moving in that direction now, and not wait until the forest
of header files is even more complex than it is now. As Richard says, this
will be a large amount of work, but it will be even more work if we don't
start now.
The issue is the ordering. If guards are put in *first*, then it will
be easier to mess up the files even more. So, if we go that route,
the first step should be to make a header file for each .c file.
