What's the status of Zack's reorganisation of the instructions for
contributing?  Once that's done, perhaps the instructions in
java/contrib.html should be merged into the main instructions - the Java
instructions describe how to include PR numbers in ChangeLog entries and
commit messages.

(Would anyone like to fix log_accum (in infra/bin in the Sourceware CVS)
so that it can extract multiple PR numbers from a commit message for a
commit that fixes multiple PRs, and send the commit message to all those
PRs?)
