Licensing inconsistency, cplus-dem.c/cp-demangle.c/demangle.h

I debated this with RMS some time ago, perhaps a year or so back,
when CodeSourcery contributed this code.

He refused to allow this code to be placed under the libgcc license.

I continue to think this code should be under the libgcc license,
but I am not willing to try to reopen this debate personally.
