copyprop_hardreg_forward bootstrap failure

The bootstrap also fails on sparc. 
The stage1 compiler gets an ICE when compiling something in libgcc2.c 

Bootstraping with BOOT_FLAGS="-O2 -g -fno-cprop-registers" works.
