auto-sync of top-level 'include' & 'config' directories?

Some of the files aren't candidates for mirroring, such as MAINTAINERS
and README, since they're project specific.
Some of the files are mastered elsewhere and shouldn't need to be
mirrored; just update the other repository as needed, such as
config.guess.
The config/make files could probably be mirrored. There was no
consensus on which side should be the master, though, although there
really wasn't much discussion on the topic.
I think the thing to think about first is getting them in sync. Once
in sync, *keeping* them in sync is an easier problem.
