I guess I know exactly what the reason is. That branch very possibly
lacks the patches for the gettext autoconf tests in configure.in. As a
result, those tests set the names for the gettext tools to 'no' instead
of simply disabling NLS support.
As I guess that you don't need localized messages, configuring with
--disable-nls should fix that error.
