Status of GCC-2.96-RH

Red Hat kept the same compiler in 7.1 (modulo bug fixes) as they used in
7.0.  Although I wouldn't say it was because of our (i.e. the GCC
team's) recommendation, I (personally) do think this is a smart move, as
it doesn't elicit any additional incompatibilities between RH's 7.x
compiler and GCC releases.

Speaking about incompatibilities, there are *no* known incompatibilities
for the C and Fortran programming languages.  The C++ situation is
complicated and better explained by someone "in the know".
